For glow effects, start with a neon color on the inside (like yellow or lime green), then draw what you want the actual glow color to be around it, getting darker around the neon, but then color lightly to fade the glow out. Also throw some glow lighting (hits of green) onto parts of clothing/skin/hair that it may be bright enough to hit (like you did with the GotN rune). Drawing on a larger scale will help make room for those little details.
Look up some other art using glow effects (like fire, for one) just to study how other artists make small things glow, and how to emphasize the colored lighting for dramatic effects ^^ (I have one on my recent deviations, too) I'd have accented some musculature with a hint of the green just for some cool effects, not so much to accurately show how the lighting should be.
Still, this is really amazing work for colored pencil. Those things and I just don't get along :3
